64 Bit IIS/PHP support

Xdebug supports 64 bit, IIS Express can be run as 64 bit (there's a setting for web projects!) and PHP can be 64 bit
It's very annoying to have to set up a "custom" server just to use the 64 bit support, and you can have some random issues when you test 32 and run staging/production on 64
