Migration to MS Expression Web with php and SQL server database

Hello, we have a web site that was created by a web developemnt company for Dreamweaver/Contribute with a lot of php scripting functions. The database of info is in SQL server 2005.
In the near future, we want to create a new, CSS-based site in Microsoft Expression Web, but I'm hearing that it is ASP.Net and does not handle php.

We don't want to lose the database of information with the migration, which is extensive, but right now we want to add a database search page with functionality, but our current web develop company does not work in ASP.net and would do the coding in php.

1) What are our options for migrating the database content and php scripting to an Expression Web site?

2) If we have someone run Phalanger on the php code, does it transform the php code into ASP.net, so we can then move on in Expression Web with ASP.net coding? or, does it just simulate/emulate the same functionality that the php did, in some intermediary language?

3) Are there a lot of web development companies that are writing in ASP.net already? As I mentioned, our current vendor doesn't.
