How to get CURL to work with Phalanger?

I am having a lot of trouble figuring out how to do this. I installed newest VS and Phalanger integration. I have been using it to create some nice applications but now I need to use curl and I can't figure out how to get that working. I have seen some talk in this board about config files but im not sure what to put in them or where to place them. I also assumed I might have to add a reference to a DLL in my project but now for some reason any time I click Add Reference in Visual Studio, I get the following error: Could not find any resources appropriate for the specified culture or the neutral culture. Make sure "Resources.resources" was correctly embedded or linked into assembly "PhalangerProject" at compile time, or that all the satellite assemblies required are loadable and fully signed.

If someone could please guide me to a solution for this error and how to get curl working I would be extremely greatful. Thanks.
