I see only one way for compiling phalanger 4 projects - is from visual studio.
From where or when i can download phalanger 4 standalone compiler?

Hi,

Tools for Visual Studio do not include phpc.exe as it is not needed. Anyway the whole Phalanger can be found at https://github.com/DEVSENSE/Phalanger/ - project at /Source/PhpNetCompiler is the commandline compiler.
