Compilation and Runtime Errors

I have a fresh install of WP.NET with SQL Server 2012 (via the WP DB Abstraction Plugin) locally hosted on Windows 8.1.

Note: I have already applied to fix to db.php to take care of the known compilation bug.

When I first loaded the site, I received the following errors:

Warning: putenv(): Function not allowed in web server context.
Warning: ini_set(): Configuration option 'mssql.textlimit' is not supported.
Warning: ini_set(): Configuration option 'mssql.textsize' is not supported.

However, it compiled correctly.

Now that I have upgraded the site to 3.7.X, I am getting alot more runtime errors:

Notice: Undefined property: mssql_wpdb::$base_prefix.
Notice: add_custom_background is deprecated since version 3.4! Use add_theme_support( 'custom-background', $args ) instead..
Notice: add_custom_image_header is deprecated since version 3.4! Use add_theme_support( 'custom-header', $args ) instead..
Notice: Undefined property: WP_Query::$post.

And when I try to build, I receive the following build errors:

C:\inetpub\wwwroot\wordpress\wp-includes\ID3\module.tag.id3v2.php(433,22): error PHP1212: Invalid argument count in a call to the function 'substr'

C:\inetpub\wwwroot\wordpress\wp-includes\ID3\getid3.lib.php(285,5): error PHP100 3: Cannot break/continue 1 level(s)

My web.config file contains the following references:

Am I missing something here?
