Cannot exit Project Properties due to StartUrlValue error

PHP Tools for Visual Studio 1.30.11038.2017

Repro steps:

1. Open a *.phpproj
2. Open Project Properties
3. Go to the Application tab
4. Go to "Start action"
5. Select "Start URL" and clear the textbox
6. Select "Current page"
7. Click the "Save all" button to save changes to the *.phpproj file
8. You will get this error message: "Property 'StartUrlValue' cannot be set. Invalid URI: The URI is empty."
9. We should not get the error message when "Start URL" is not selected.
10. Additionally, I cannot exit Visual Studio or close the project or solution - the error message dialog is always displayed and neither does the message explain how to fix it (I thought it was valid to have the textbox unselected and empty - but it also rejects relative URIs and some semi-correct (malformed) URIs.

PHP Tools for Visual Studio should allow us to exit project properties and close Visual Studio even when the settings values are invalid.

At the very lease, please change the error message text to be more helpful and instruct us to specify an arbitrary absolute URI in the "Start URL" textbox (e.g. "http://www.google.com") to allow us to close VS.
