Uninstalling and installing a new vs can solve this problem. This may be the reason why you have not been able to reproduce the problem. It seems to have some preconditions (for example, upgrading from the historical version)

Two things...
1) This is the same issue as there has been before, and an easier/faster way of working around the problem is to simply delete the '.vs' hidden folder in your project directory before loading the project.
2) I can reproduce this about 100% of the time, and I'd be happy to do a TV session with somebody to give it a shot.

I too am having this issue. I am using Visual Studio 2017 v 15.8.7 and the latest version of PHP Tools. I'll downgrade for now per the advice.

Unfortunately, in Katie's case, it just started to behave as expected so I was unable to investigate. Today I'll have another call. I hope to have more luck this time. I will keep you posted.

Thank goodness I found this thread! I've just spent a day pulling my hair out because my (very urgent) project wouldn't load. So reverted back to previous version as suggested and it works. There's something seriously wrong with 1.29.10958
