The problem still exists. My boss is furious that several developers cannot use the software we paid for.

I agree with your boss, we are fourious as well. We've explained to Microsoft ( in your originally submitted issue and in a new one submitted by us https://developercommunity.visualstudio.com/content/problem/205047/offline-installation-with-vsix-installer-fails.html). We've even located the line of code they need to change, but we cannot change it for them. We're going to fly there within few month to sit with them, but so far we can't do much more.
In VS2010-VS2015 we provide our own installer that will work offline, but VS2017 forces us to use their own installer which we cannot alter.

It looks like Microsoft is choosing to ignore this (I just got a notification that they changed the issue to "Closed - won't fix": https://developercommunity.visualstudio ... fails.html )
Is there some way to reopen it? Or to appeal? Or just repost it? This is a serious regression and it seems they're just burying their heads in the sand. I have many airgapped development systems, and not being able to get them properly setup anymore is significant enough an issue that it will likely force my back to an outdated version of VS. While I'm baffled that they'd simply ignore this, it would be nice if there were still a way to encourage them not to do so...

update: We don't have any workaround for this yet; it seams Microsoft is adding some comments to the issue so we'll see. It the problem persists, we may build a special version of the installer which won't be signed.

We've created 2017 version without vsix signature. http://pub.devsense.com/phptools/PHP.VS.1.29.10913.2017.nosign.vsix Would that solve the issue?
