How to install PHP Tools behind a proxy?

Hi,

we're looking for an IDE for PHP, and since we are running Visual Studio (2015) normally, we wanted to try PHP Tools for VS.

However we are behind a Proxy and also running different accounts on our Windows 7 clients (normal user and Admin) and only the normal user has access through the Proxy.

When trying to install PHP Tools on VS, that part goes through without a hitch, but when creating a projekt, an alert shows:
"Your environment is missing php 7.0 with debugging extension."

The extension handling for these extensions first prompts for Admin privs, and then tries to download which fails because Admin isn't allowed to download through Proxy.

Any hints on how to solve this?
