requested resource was not found on this server

I am running in a very similar issue to the one described by kasteele a few posts ago, but I was not able to understand the solution
I am using visual studio 2015, whenever I try to start a php website, even with just phpinfo() instruction, I get
The requested resource /?XDEBUG_SESSION_START=D88E7E3E was not found on this server.
I have tried many solutions involving modifications of the php.ini file, but with no luck.
In the other post, someone suggested this issue might be related to the web root and project root folders...how can I check if this is my issue?
