PHP opening/closing tags should not have outlining.

It was disabled because it does not work at all in combination with HTML editor.

The problem is that it IS outlining them. What should I do to make it stop?

If a function has <?php ?> inside, it doesn't outline the function itself, just the tags.

Ah, right. Sadly this is limitation of Visual Studio, which cannot show region in contained language (PHP) containing a primary language (HTML). We'll discuss this with Microsoft whether they can fix it in the next update of VS.

Meantime the only solution we can provide is to disable support for new HTML editor (Tools | Options | PHP Tools | Advanced).

We'll update our documentation with known limitations.
