Bug when creating new PHP file

Faced with a similar problem when creating a new project. An empty form normally compiles, but should add to it any graphic element (button/label/checkbox, etc.) is a visual Studio begins to deliver an unknown error, compiling does not occur, the Studio зависат (not even close). Tried the 2010 and 2012 versions of rummaged through IIS/PHP, etc. A few hours looking for the cause of the problem, the reason was in the encoding Form1.resx. Had to go out of the situation as follows:
1. Kill the process Studio
2. Re-run the Studio, Wednesday was corrected the mistake.
3. Save the project as a template.

Configuration: Windows 7 SP1 x64 RUS, VisualStudio 2012 Ultimate (11 Build 50727.1), Phalanger 3.0.0.4072 (March 2013).

The problem is that the files Program.php, Form1.user.php, Form1.php stored in Windows-1251, and must be in UTF-8 with signature.
